The scheme is intended to enable pupils to gain an understanding and practical skills to deal with current neighbourhood issues, also to make them aware of their personal safety and to improve it. it is further intended to build upon the young persons' already developed observation skills that have been demonstrated to be far superior to those of an adult on occasion.

it is about people looking out for each other, crossing the barriers of age, race, class a and background to create real communities that benefit everyone, without prejudice or discrimination.

Show young people that they can make a difference, encourage the development of practical skills to address young people's understanding of community issues and how they can make their community a safer place. Assist young people to grow into responsible citizens, ideally with families, grandparents and friends fully supportive of the aims and objectives of the NHW.
